INTRODUCTION TO THE ITM PROGRAM
MSC CERTIFIED FISHERIES, 2021 – 2022
In our mission to end overfishing, we are aiming
for 30% of the world’s wild marine catch to be
certified or engaged with the MSC program by 2030.
To achieve this, we need to make sure the MSC
program is increasingly accessible to fisheries
worldwide, regardless of size or economic status.
Most fisheries need to make significant improvements
to their practices before they can meet MSC standard.
We developed the In-Transition to MSC (ITM) program
to support them as they work towards MSC
certification.

WHAT IS MSC'S ITM PROGRAM?
We believe fisheries in improvement projects (FIPs) should regularly report
their progress—and this progress should be measurable. The In-Transition to
MSC program offers a way of independently verifying progress and helps
fisheries stay on track to achieve the improvements needed to meet the MSC
Fisheries Standard.
Through the program, the MSC facilitates improvements and increased
accountability in fishery improvement projects worldwide.
Fisheries must show progress using MSC fishery improvement tools and
templates annually
Conformity Assessment Bodies (CABs) check and verify progress annually
Max 5 years before a fishery must enter MSC full assessment
No use of the MSC ecolabel on ITM products
Participating fisheries are eligible to apply for funding through MSC’s Ocean
Stewardship Fund
ELIGIBILITY
Following the success of the ITM program during its pilot phase,
we have removed the initial entry restrictions (small-scale fisheries
and those in developing economies only) to make it available to all
fisheries beginning Oct 26, 2022. To be eligible for the ITM program,
fisheries must:
• be within the scope of the MSC program.
• have an MSC pre-assessment (carried out in the previous three
years or verified by a CAB).
• have a credible improvement action plan (verified by CAB)
addressing the gaps to achieve a conditional pass against the
MSC Fisheries Standard within five years.

ITM AND FIPS—
ARE THEY DIFFERENT?
The ITM Program provides a defined and
standardized framework for fisheries in FIPs
to demonstrate measurable improvements
to their practices, report on progress
regularly, and have their progress verified by
a Conformity Assessment Body (CAB). The
MSC provides a set of fishery improvement
tools to support fisheries in making and
reporting on progress.
In essence, the ITM program offers a way
for FIPs and FIP operators to be recognised,
with the added benefit of the MSCs
credible third-party assurance system.
This enables systematic, consistent, and
transparent validation of performance,
and of improvement towards the MSC’s
sustainability standard.
